Description
Washington County is seeking a consultant to complete project coordination, final engineering, stakeholder and public engagement, utility coordination, permitting, bidding assistance, and construction support for the CSAH 13 Improvement Project from CSAH 6 to CSAH 14 in the cities of Oakdale and Lake Elmo. The work will advance an existing preliminary design to approved construction documents and must comply with Minnesota Department of Transportation State Aid, Washington County, municipal, and permitting-agency requirements. The scope includes project management; data collection; public outreach, open houses, newsletters, and website content; utility identification and coordination; roadway, trail, and traffic-signal design; construction plans and specifications; cost estimates; permits and approvals; bidding support; shop-drawing review; construction assistance; and as-built record drawings. Deliverables include 60%, 90%, and final plans, special provisions, an engineer's estimate, electronic design files in ORD format, and supporting State Aid documentation. Proposals are limited to five pages excluding the cover sheet, cover letter, and appendices, and must address project understanding, approach, key personnel, work plan, qualifications, and experience, with a signed Appendix A.
