Description
The U.S. Department of Health and Human Services seeks a senior-led contractor to perform modernization discovery, prototyping, validation, and implementation planning for selected programs, workflows, systems, and technical operations. The work includes stakeholder interviews and working sessions; current-state process and technical analysis; prioritization of modernization opportunities; technical recommendations involving process redesign, automation, artificial intelligence, data practices, integration, and application or workflow modernization; and the design, development, testing, and demonstration of prototypes or proofs of concept. Required deliverables include an integrated work plan, current-state assessment, prioritized modernization-opportunities portfolio, technical recommendations, selected prototypes or proofs of concept, implementation plans, supporting technical and operational documentation, an implementation roadmap, and an executive readout. The 25-week firm-fixed-price engagement consists of a five-week mobilization and readiness phase followed by a 20-week discovery, prototyping, and implementation-planning phase. Production deployment is not authorized unless separately added by the Contracting Officer. Quotations must address technical approach, relevant experience and past performance, key personnel and mobilization, accessibility and security, price, administrative information, and applicable software or licensing disclosures.
