The Federal Bureau of Prisons, Federal Correctional Institution Herlong, is soliciting firm-fixed-price quotes for first-quarter fiscal year 2027 subsistence food products under the Bureau of Prisons National Menu Specifications. The 53 line items include dry beans, rice, flour, cornmeal, canned tomato and vegetable products, salad dressings, jelly, taco shells, tortillas, spices, beef, chicken, fish, turkey, pork, sausage, tofu, cheddar and mozzarella cheese, butter, and reconstituted lemon juice. Quantities range from individual portions and cases to thousands of pounds, and products must meet the detailed specifications without substitutions. The acquisition is a total small-business set-aside, and the Government may make single or multiple awards. Products must be delivered FOB destination, palletized, and in the specified temperature and packaging conditions. All awarded items are expected to be delivered by October 18, 2026, with the solicitation form separately stating October 19, 2026; the solicitation's schedule and delivery instructions should be reconciled before quoting. Quotes will be evaluated primarily on price, with past performance also considered. Offerors must provide the requested line-item pricing and complete the applicable portions of Standard Form 1449; SAM-registered quoters need only complete Section L of FAR 52.212-3, while nonregistered quoters must submit the completed provision.
