Description
The U.S. Army Contracting Command–Detroit Arsenal is soliciting a single-award, firm-fixed-price, five-year IDIQ contract for the manufacture and delivery of four S-280C/G vehicle-mounted shelter variants: shielded and unshielded configurations, each with and without a Mobilizer Adapter Kit. The non-commercial shelters must be manufactured in accordance with the Government-owned Technical Data Package and ASTM E1975-22, with requirements addressing electromagnetic-interference shielding, fabrication, testing, packaging, marking, and delivery. The scope includes First Article Testing, production, Item Unique Identification, and delivery of associated technical and logistics data. The solicitation is a 100% small-business set-aside under NAICS 332311, with a $100,000 minimum guaranteed value and a $4,000,000 maximum contract ceiling. The Government intends to award one contract using a FAR Part 15 tradeoff evaluation based on technical capability—including EMI shielding design and manufacturing processes—and price. The Technical Data Package is export-controlled and requires a current DD Form 2345 certification for access. Required deliverables include technical manuals, validation plans and reports, provisioning data, logistics product data, special packaging instructions, safety documentation, and other CDRL items.
