Description
The City of Groton is requesting professional consulting services to prepare a focused update to the City's Harbor Management Plan. The selected consultant will work collaboratively with the Harbor Management Commission, City staff, the Connecticut Department of Energy and Environmental Protection, and neighboring agencies to produce an updated plan reflecting current conditions. The scope includes a project kickoff, existing-conditions and harbor-facilities inventories, navigation analysis, environmental-resources assessment, draft and final Harbor Management Plans, an implementation strategy, and support through state review. Deliverables include a project management plan, existing-conditions report, draft plan, final editable Word document, searchable PDF, and complete state submission package. Proposals must address qualifications, technical approach, work plan, schedule, personnel and resumes, relevant coastal-planning experience, references, fees, and optional services.
