Description
Broome County is seeking an experienced actuarial firm to provide health plan actuarial services for Broome County and SUNY Broome. The scope includes separate GASB 75 full and interim actuarial valuations for retiree medical and prescription drug benefits, analysis of census data and plan provisions, development of per-capita claims costs, calculation of total OPEB liability and annual OPEB expense, preparation of valuation reports and financial-statement disclosures, and valuation of sixteen distinct County funds. The work also includes a 10-year projection upon request and corresponding valuations for SUNY Broome. The selected firm must also calculate annual premium-equivalent rates for self-insured health plans, with rates separated by medical claims, prescription drug claims, administrative fees, plan type, collective-bargaining variations, prescription drug copay structures, and active, retiree, and consolidated populations. Proposals must include an executive summary, a technical proposal addressing the requested business organization, deliverables, account team, value-added services, reporting, and qualifications, project plans for GASB 75 valuations and premium-equivalent rates, sample actuarial reports, resumes for key personnel, three references, and the required signed certifications and forms.
