Description
The Town of Manchester is soliciting professional engineering services for the replacement of approximately 2,000 linear feet of the Dry Brook box culvert in Downtown Manchester. The selected consultant will perform preliminary engineering, hydrologic and hydraulic analysis, alternatives evaluation, surveying, approximately 30% preliminary design, public engagement, final design through 100%, environmental permitting, bidding services, and limited construction-phase design support. Required qualifications include experience with at least two box culvert or similar hydraulic-structure replacement projects within the past 10 years, including one in an urban or constrained environment; a Connecticut-licensed professional engineer serving as Engineer of Record; qualified structural, H&H modeling, roadway/civil design, and environmental permitting staff; and recent permitting experience. The proposal must address firm experience, related projects and references, staffing, approach, litigation/arbitration history, insurance compliance, and a separate fee proposal. The attached Manchester Living Wage Certification must also be completed and submitted.
