Description
The City of Oak Harbor is soliciting sealed bids for construction of a replacement emergency groundwater supply well at the existing Well No. 9 site. The work includes rotary or cable-tool drilling; temporary 16-inch and permanent 12-inch casing; installation of a wire-wrapped stainless-steel well screen, with filter pack if required; well development; sanitary sealing and capping; aquifer-material sampling; permits; and compliance with Washington well-construction requirements. The contractor must furnish, install, operate, and remove the test pump, discharge piping, meters, flow-control equipment, water-level monitoring equipment, and related systems for step-rate and constant-rate pumping tests, including a 24-hour constant-rate test and recovery monitoring. The scope also includes video inspection, disinfection, traffic control, sediment and groundwater management, site restoration, environmental and safety controls, and required inspections. The estimated construction cost is $180,000 to $220,000, and substantial completion is required within 180 calendar days after issuance of the Notice to Proceed. Addendum No. 1 changes the bid deadline to September 29, 2026, at 2:00 p.m. Pacific time and requires acknowledgment of the addendum on the proposal.
