Description
The City of Everett, through Everett Transit, is seeking professional consulting services to assess existing emergency preparedness capabilities, identify risks and gaps, and develop a comprehensive Emergency Response Plan (ERP) integrated with a Continuity of Operations Plan (COOP). The work covers transit facilities, operational assets, employee groups, emergency scenarios, hazard identification, incident management, evacuation and shelter procedures, communications, staff accountability, ADA and vulnerable-population considerations, business-impact analysis, recovery objectives, alternate worksites, and coordination with internal departments and external transportation and emergency-management partners. The plans must align with FEMA, APTA, City of Everett Emergency Management, NIMS, and ICS requirements. Required deliverables include emergency-related risk assessments, draft and final ERP and COOP documents, preparedness and policy recommendations, training and exercise tools including at least one tabletop exercise and after-action-report templates, an implementation roadmap with estimated costs, and presentation materials. Deliverables must be provided in PDF and editable Microsoft Word formats, with editable workflow diagrams and GIS-based facility maps where applicable, in both print and digital formats. The selected consultant will conduct kickoff, stakeholder, progress, draft-review, and final-presentation meetings and will enter into a Professional Services Agreement.
