The City of Charleston is soliciting quotes for a one-time purchase of a complete Technical Rescue Equipment Package for the Charleston Fire Department. Equipment must be new, complete, functional, ready for emergency service use, and compatible and interoperable with federal FEMA Urban Search and Rescue teams in accordance with the 2025 FEMA Approved Rescue Equipment Cache List, Type I. Approved equivalents may be proposed, but vendors must provide documentation demonstrating functional compatibility and FEMA USAR interoperability. The package includes pneumatic structural shoring equipment such as LongShore and AcmeThread struts, extensions, raker and waler components, bases, braces, controllers, regulators, hoses, and related kits, along with shoring hammers, rescue support units, and trench equipment. Exhibit A also identifies associated rescue tools and gear, including electric, hydraulic, and gasoline-powered tools, hand tools, heavy rigging, technical rope equipment, and rescue safety equipment. Required bid submittals include completed pricing and signature materials, manufacturer literature, warranty documentation, country-of-origin and Buy America documentation, maintenance and inspection information, FEMA compatibility documentation, covered telecommunications certification, and the signed Federal Funds Addendum Vendor Certification page. The successful vendor must provide on-site product familiarization at the fire department upon delivery.
