The West Virginia Purchasing Division, on behalf of the West Virginia Department of Transportation, is soliciting bids for an open-end contract to initiate a statewide pilot project using artificial intelligence for utility mapping across design projects. The requirement includes an enterprise SaaS application license for unlimited users, standard project processing for up to 200 projects, advanced quality assurance and engineering validation for up to 50 projects, 50 dedicated consulting and research hours, and 10 onboarding and training sessions in the initial year. The solicitation also includes optional renewal years two through five with recurring SaaS licensing, project processing, engineering validation, consulting and research, and onboarding and training services. The SaaS provider must meet extensive data protection, U.S. data-center, encryption, security, accessibility, incident-response, audit, business-continuity, and data portability requirements. A Cloud Security Alliance STAR self-assessment and other security documentation may be required before award.
