Description
Tyler County is soliciting proposals for comprehensive disaster debris management and emergency recovery services. The scope includes mobilization; vegetative and construction-and-demolition debris removal; hauling to temporary debris storage and reduction sites or final disposal facilities; TDSRS management and remediation; grinding, chipping, and incineration; hazardous tree, stump, limb, household hazardous waste, electronic waste, asbestos, abandoned vehicle, animal carcass, white goods, and refrigerant removal; emergency road clearance; demolition; marine and inland-water debris removal; and related equipment, labor, technical, documentation, and recovery support services. The contractor must provide appropriate personnel, equipment, traffic control, safety management, environmental compliance, load-ticket documentation, disposal coordination, and an on-site project manager. Emergency response requires a representative within Tyler County within 24 hours after a disaster and contact with the county representative within 48 hours of expected storm impact. The contractor must use at least 30% local subcontractor resources from the disaster area. The contract begins upon county approval and continues for five years, with one possible two-year renewal. Proposals are evaluated on experience, staff qualifications, NIMS compliance, approach, management and reporting systems, and cost. The contract is capped at $1,000,000 unless the Commissioners Court approves additional expenditures. Awardees must provide payment and performance bonds for contracts over $100,000 within seven to ten days after contract activation, and must maintain workers' compensation, commercial general liability, automobile liability, and professional liability insurance. All bidders must be registered in the System for Award Management and include proof with the bid; facsimiles are not accepted.
