Description
The agency seeks resident haircut services under an open-ended contract. The facility estimates approximately 24–28 haircuts per month, generally scheduled monthly or at most biweekly. The vendor must provide its own tools and may use clippers or trimmers only; scissors are not allowed. Services must be performed Monday through Friday, with schedule changes subject to facility approval. Pricing must be a flat rate per haircut. The vendor and all staff must be at least 18 years old, hold valid driver's licenses, and possess current West Virginia Board of Barber and Cosmetology licenses. License documentation must accompany the bid response. The vendor must pass a background check and complete facility-required PREA and other training. Subcontracting the barber services is prohibited. Bids are evaluated on the lowest overall total cost among offers meeting the specifications.
