Description
The Contra Costa Transportation Authority is seeking a consultant to conduct a feasibility study for implementing shared mobility hubs through public-private partnerships. The work covers twelve prospective sites throughout Contra Costa County and includes asset and site-condition scans, mobility hub typology development, amenity and preliminary design concepts, risk and lifecycle cost analysis, public outreach, branding and wayfinding guidance, market sounding with potential private-sector participants, and evaluation of business models such as DBFOM, DBFM, progressive P3, and concession structures. The consultant will prepare outreach and market-sounding materials, business-model recommendations, draft and final reports, presentations to Authority committees and the Board, and a follow-up RFP for procuring a P3 to implement the mobility hubs. The proposal is limited to 20 pages, excluding the cover, section labels, and cover letter. The solicitation requires electronic submission through PlanetBids; cost proposals are submitted separately by shortlisted firms at interviews. The anticipated notice to proceed is December 2026, with the study planned for approximately 12 months and grant funding expiring January 12, 2028.
