Description
The U.S. Space Force is seeking advisory and assistance services for a Foreign Military Sales technical-services case supporting a Partner Nation's establishment of a National Security Space Launch capability at a sovereign spaceport using a U.S. commercial launch vehicle. The contractor will assess launch-vehicle capabilities and mission-execution processes; survey spaceport facilities, infrastructure, payload-processing systems, ground-support equipment, telemetry, tracking and control systems, security, and interfaces; identify technical, cost, schedule, and mission risks; and develop launch requirements and a tailored Launch Readiness Verification process. Additional work includes recommending education and training, producing a comprehensive assessment and recommendations report and briefing, and conducting technical interchange, planning, review, kickoff, and closeout meetings with the Partner Nation, spaceport operator, launch-service provider, and Government team. Required deliverables include six CDRLs covering launch-vehicle assessment, spaceport and NSSL requirements, launch requirements and LRV, training recommendations, the comprehensive report and briefing, and meeting records. The contractor must support CUI, proprietary, and ITAR-controlled information, maintain a secure NIST SP 800-171 Rev. 3-compliant workspace, provide U.S.-citizen personnel, and address organizational conflicts of interest.
