Description
The City of Fillmore is soliciting a consultant to develop, update, and modernize its all-hazards Emergency Operations Plan and related emergency-management capabilities. The scope includes reviewing existing plans and policies; conducting a hazard, risk, and capability assessment; defining emergency organization, activation, communications, resource management, public information, and demobilization procedures; and developing functional and hazard-specific annexes, checklists, forms, job aids, and quick-reference materials. The consultant must also develop or update a citywide Continuity of Operations Plan, assess Emergency Operations Center readiness and improvement needs, conduct training needs assessments, provide training, and facilitate at least one scenario-based tabletop exercise followed by an After-Action Review, After-Action Report, and Improvement Plan. Additional work includes interagency and public engagement, coordination with regional partners, final editable plans and reports, an implementation roadmap, and a plan-maintenance schedule. The maximum authorized compensation for the base scope is $35,000, and the City prohibits subcontracting without approval; the RFP states that subcontracting will not be authorized or approved.
