Description
The North Dakota Department of Commerce Workforce Division is seeking a contractor to design and execute a statewide mixed-methods research study examining student outmigration and retention across high school, college, and training-program transitions. The work includes reviewing and integrating education, workforce, and community datasets; analyzing departure patterns, geographic trends, academic pathways, financial factors, completion rates, and employment outcomes; and conducting focus groups, interviews, and surveys with students, families, educators, employers, and other stakeholders. The contractor must evaluate existing retention programs, identify targeted interventions, and provide actionable recommendations related to employer partnerships, in-demand occupations, community-embedded experiences, financial barriers, belonging, career fit, and quality of life. Deliverables include a research plan, data landscape assessment, quantitative analysis report, qualitative research plan and findings summary, interim report, stakeholder validation sessions, final statewide report, strategy options report, prioritization framework and implementation roadmap, long-term monitoring framework with KPIs and dashboards, and a final deliverables package. The contractor must provide at least three years of relevant experience and successfully complete at least three similar projects or studies. Up to two in-person presentations in North Dakota may be required, although virtual completion may be considered.
