Description
The Department of Veterans Affairs is seeking a contractor to provide comprehensive scheduled maintenance, inspections, emergency repairs, and load-bank testing for emergency and standby diesel generators at the Phoenix VA Health Care System. The scope includes quarterly inspections; annual maintenance and two-hour Level I load-bank testing; four-hour triennial Level I load-bank testing; oil and antifreeze replacement; parts, lubricants, coolant, tools, and cleanup; load-transfer assistance; and repairs or emergency-generator rental when required. The contractor must also inspect and test fuel stored in multiple generator tanks, provide written fuel-status and service reports, respond to emergency service calls within specified timeframes, and perform work in accordance with manufacturer specifications, Joint Commission standards, NFPA requirements, ASTM D975, and applicable safety regulations. The procurement includes a one-year base period and four one-year option periods, with performance scheduled from October 1, 2026, through September 30, 2031. Offers must include a technical approach, relevant experience from the past three years, required vendor and tax forms, applicable SDVOSB certifications, and pricing.
