Description
The Department of Veterans Affairs intends to award a sole-source contract for preventive maintenance, corrective repairs, software support, programming, inspections, parts replacement, and upgrades to the proprietary Trane Tracer Summit Building Automation System and Trane Tracer System Controller platform at the Sheridan VA Health Care System. The scope covers approximately 49 air-handling units, 22 chillers, associated direct digital controls, sensors, network infrastructure, and related HVAC control equipment. Upgrade work includes replacing legacy LonTalk, pneumatic, and Trane Summit controls with direct digital controls across specified air-handling-unit and variable-air-volume control groups, with an intended pace of at least one group per quarter. The contractor must provide Trane-certified technicians with manufacturer-level software access, licensing, diagnostic tools, and training. Services include up to 480 non-overtime contractor hours annually, a $250,000 annual parts allowance, monthly itemized reporting and invoicing, software-version updates, emergency and corrective response, and coordination with the government’s contracting officer’s representative. Technicians must have at least three years of healthcare-facility experience and comply with VA security, privacy, badging, records-management, and information-security requirements.
