Description
The Forest Service is soliciting applications for a campground concession special-use permit covering the operation and maintenance of 31 campgrounds and 2 picnic grounds across the Powder River, Medicine Wheel, and Tongue Ranger Districts of Bighorn National Forest. The concessionaire will provide public-facing campground services, staffing, customer service, fee administration, reservation administration through Recreation.gov, sanitation, trash removal and recycling, utility management, water-system operation, facility cleaning, safety inspections, maintenance, hazard-tree coordination, record keeping, and emergency and campground-security procedures. Applicants must submit a proposed annual operating plan, a separate business plan, relevant business experience and references, financial resources and required financial statements, proposed public fees, a proposed government fee, and a $300 processing fee. The permit term will be up to five years, with an option to extend for up to five additional years at the authorized officer’s discretion. The minimum annual fee is $24,365.17, and the prospectus identifies three-year average gross revenue of $475,882.25. Required insurance includes liability coverage and property insurance for specified government-owned structures; the United States must be named as an additional insured.
