Description
The Montana Department of Transportation is soliciting proposals from consulting firms to prepare construction plans and specifications for rehabilitating the eastbound and westbound Montana Avenue bridges in Billings. The scope includes structural evaluation and testing, bridge design, surveying, environmental evaluation and permitting, traffic analysis and design, hydraulic analysis and design, public involvement, and coordination with local agencies, railroads, and other stakeholders. The prime consultant must be capable of completing the vast majority of the work and generally must perform at least 50% of the work unless MDT grants a written exception. Montana professional engineering licensure must be in hand when the proposal is submitted. Proposals are limited to five pages, excluding the required appendices and an optional cover jacket/title page, and must address team qualifications and project approach. Required appendices include brief resumes for key personnel, MDT's standard cover page form, and at least five similar contracts from the past three years with detailed client references. The contract is expected to use a negotiated cost-plus-fixed-fee structure with negotiated cost ceilings; no numerical financial information may be included in the proposal.
