Description
The City of Billings Public Works Department is soliciting professional engineering services for the Safe Routes to School project, covering seven school-area improvement locations. The scope may include property research; preliminary design evaluations and reports; boundary surveys; soils and environmental investigations; public, commission, and task-force meetings; permitting and utility coordination; plans, specifications, and estimates; bidding assistance; construction monitoring and observation; construction layout and survey; materials testing; quality assurance and quality control planning; record drawings; public outreach; and required NEPA/MEPA documentation. The selected consultant will support improvements including pedestrian crossings, curb extensions, a pedestrian refuge island, intersection improvements, high-visibility crossings, a leading pedestrian interval, and a rectangular rapid-flashing beacon. The project will use the Montana Department of Transportation and City of Billings LAG process. Proposals are limited to three narrative pages, excluding specified supplemental materials, and must address firm experience, project management, key staff and subconsultants, available resources and location, and project methodology and approach. The proposal must not include actual numerical financial information.
