Description
The Town of Westerly is soliciting proposals for one heavy-duty, track-mounted, mobile dual-shaft slow-speed industrial shredder for construction and demolition waste. The equipment must process reinforced concrete, asphalt, brick, wood, tiles, structural steel, green waste, and other bulky or industrial waste for recycling or landfill volume reduction. Minimum requirements include 40 metric tons per hour for mixed C&D debris, 25 metric tons per hour for concrete, a Tier 4 Final or Stage V diesel engine of at least 250 horsepower, twin independent shafts with high-torque hydraulic drive, a minimum 6.0-cubic-meter hopper, folding discharge conveyor, neodymium magnetic separator, crawler tracks, remote controls, PLC monitoring, automatic jam reversal, and integrated dust suppression. The selected vendor must provide delivery, offloading, setup, commissioning, and an eight-hour operational field test, along with at least 16 hours of on-site training for six municipal operators. The solicitation requires a minimum 24-month or 3,000-hour full warranty, 24-business-hour field-service response, and locally stocked critical parts. Proposals must include an executive summary, technical compliance response with engineering drawings and engine metrics, qualifications and references, the completed Bid Form, and the Bidder Certification Form. The award will be based on technical acceptability and cost, with one bidder selected.
