Description
The Clovis Unified School District is soliciting proposals for professional consulting services to identify, document, prepare, submit, and support federal clean energy incentive reimbursement claims related to the Inflation Reduction Act of 2022. The district has recently completed two energy projects at Terry Bradley Educational Center and Hirayama Elementary School, totaling approximately $8.85 million, and intends to pursue all available reimbursements and eligible incentive funding. The selected firm will be responsible for eligibility assessment, compliance review, documentation reconstruction, IRS and Treasury registration support, federal filing preparation and submission, and post-submission support. Services include evaluating project eligibility for Investment Tax Credits (ITC) and Elective Pay (Direct Pay) opportunities, reviewing compliance documentation, assisting with reconstructing missing records, supporting IRS/Treasury pre-filing registration, preparing and submitting federal claims, and responding to inquiries or audits. Proposals must be submitted electronically via the CUSD eProcurement Portal by 2:00 PM PST on Tuesday, July 21, 2026. The district is not obligated to make an award and reserves the right to reject any or all proposals.
