Description
The City seeks a qualified organization with appropriate experience and licensed staff to provide mobile crisis services within Springfield, supplementing the response provided by Lane County’s mobile crisis program. Services are intended for people experiencing acute or non-acute mental health crises, intoxicated individuals experiencing potential crises, and individuals seeking community-supporting care authorized by the City. The service is expected to operate seven days per week, with the number of daily service hours to be agreed upon; the current service model has provided approximately 12 hours per day. Proposals should describe the organization’s qualifications and relevant experience, key personnel and staffing plans, crisis-response methodology, service hours, training, data collection and documentation, stakeholder coordination, implementation schedule, and program evaluation. The cost proposal must detail personnel, overhead, expenses, proposed work hours, and any intent to lease City vehicles or radios. The City’s stated funding limits are $281,000 for January 1–June 30, 2027, and $578,000 for July 1, 2027–June 30, 2028. The anticipated initial term is 18 months, with annual renewal opportunities for up to five additional years.
