Description

The City of Tampa is soliciting proposals from a qualified 501(c)(3) nonprofit organization or Florida-registered for-profit organization to lease and redevelop the historic Centro Espanol property at 2306 N. Howard Avenue, including the main building, theater, parking and retention areas, and adjacent vacant lots at 2402 N. Howard Avenue and 2302 W. Cherry Street. The property includes a 30,610-square-foot building and must be used in a manner compatible with the surrounding community and permanently comply with federal Community Development Block Grant (CDBG) national objectives and eligible-activity restrictions, including benefits to low- and moderate-income persons, community facilities, public services, economic development, and job creation. The solicitation requires creation of 74 jobs through use of the building based on the stated CDBG funding calculation. The selected proposer will assume a lease, operate and maintain the property, fund required repairs and improvements, and submit a detailed redevelopment, operating, business, and financial plan. Renovation, restoration, and alteration work must preserve the property's historic character, comply with the U.S. Secretary of the Interior's rehabilitation standards, and receive applicable City historic-review approvals. Proposers must demonstrate at least ten years of continuous qualifying experience, financial capacity, and experience under at least one similar lease or license. Proposals must address proposed uses, improvements, community benefits, employment, historic-building experience, vacant-lot use, lease and rent terms, subcontracting, CDBG compliance, and required certifications. The contract term is ten years from the effective date, with two additional five-year renewal periods and up to three additional 30-day unilateral extensions.
