Description
The City of Cleveland is soliciting a qualified firm to operate a city-wide residential vacuum leaf collection program. The contractor must receive and process resident orders and payments, manage dispatch and crews, provide trained operators, equipment, traffic control and signage, collect and dispose of leaves, and provide before-and-after photographic documentation for each order. The scope also requires an electronic resident portal for order placement, payment processing and status updates, plus a call center for orders, inquiries and tracking. The contractor must update the portal daily, complete orders within 15 business days when weather permits, support the seasonal program from November through mid-March, and submit invoices and supporting order documentation to the City's Department of Public Works. Proposals must include technical and price proposals, vendor information, three client references, OEO schedules, a 2026 non-competitive bid affidavit, a W-9, and the Northern Ireland Fair Employment Practices Disclosure.
