Description
The U.S. Army Corps of Engineers intends to execute a bilateral modification to existing Firm-Fixed-Price Single Award Task Order Contract W912EK22D0004 with ECC Constructors LLC. The proposed bridge action would extend the ordering period and increase contract capacity for rapid-response debris management under FEMA mission assignments while competitive successor contracts are pursued. This is a notice of intent to sole source, not a request for competitive proposals, and no formal solicitation will be issued. The requirement covers mobilizing personnel, heavy equipment, subcontractors, and management assets within 24 hours; debris separation, loading, hauling, reduction, recycling, and final disposal; management of vegetative, construction and demolition, hazardous, household hazardous, asbestos-containing, white-goods, electronic, vehicle, and other disaster waste streams; dumpsite and temporary debris storage and reduction site operations; environmental, safety, quality-control, reporting, and automated debris management system capabilities; and adequate financial capacity for major surge operations. Interested firms may submit a written capability statement demonstrating these capabilities by the stated deadline.
