Description
The U.S. Army Corps of Engineers intends to modify an existing single-award task-order contract to extend its ordering period and increase capacity for rapid-response disaster debris management in Region 1, the Northwestern Division. The bridge action is intended to maintain uninterrupted emergency response capability while competitive successor contracts are pursued. The notice is a sole-source intent and is not a request for competitive proposals; interested firms may submit a written capability statement for consideration. Required capabilities include mobilizing personnel, heavy equipment, subcontractors, and management assets within 24 hours; providing at least five crews to commence debris-removal operations within 24 hours of task-order notice to proceed; and managing concurrent debris streams such as vegetative debris, construction and demolition debris, hazardous and household hazardous waste, regulated asbestos-containing materials, white goods, electronics, vehicles, and other disaster-generated materials. The scope includes debris separation, loading, hauling, reduction, recycling, disposal, dumpsite and temporary debris storage/reduction site management, emergency clearance, demolition when tasked, environmental compliance, quality control, reporting, and use of an automated debris management system. The performance work statement describes a five-year contract period with a six-month extension option, but the attached performance work statement states that its detailed submittals are post-award requirements rather than proposal submissions.
