The City of Pendleton is conducting a one-step, qualifications-based selection for professional services supporting an energy, water, operational, and infrastructure improvement program. The selected firms may provide technical energy analyses, project development, engineering, commissioning, and measurement and verification services. The City intends to select the three highest-ranked responsive and qualified firms and negotiate separate professional services agreements. Respondents must be currently qualified under the Oregon Department of Energy ESCO Qualification Program by the submission deadline, and proposed fees or pricing must not be included in the Statement of Qualifications.
