Description
The government is conducting market research for a potential Non-Appropriated Funds Instrumentality concession contract to operate food and beverage services at Kingsley Field Air National Guard Base. The contemplated scope may include specialty beverages and barista operations, packaged retail merchandise, tobacco, alcoholic beverages, and automated vending machines, using a profit-share model under which the contractor accounts for gross receipts, deducts verified allowable operating expenses, retains an agreed profit, and remits an agreed percentage to the government. The contractor would be responsible for furnishing, installing, and maintaining food-preparation and beverage-dispensing equipment in a cold-shell space, funding utility connections and hookups, complying with Service Contract Act and potential Klamath County living-wage requirements, meeting Tri-Service Food Code and military public-health inspection requirements, maintaining ServSafe-certified supervisory personnel and HACCP protocols, and ensuring staff and delivery drivers satisfy base-access screening requirements.
