Description
The Bureau of Land Management is soliciting a firm-fixed-price commercial service to analyze 165 frozen stream-water samples for total nitrogen and total phosphorus. Samples will be delivered frozen with chain-of-custody documentation and a digital sample list. The contractor must store the samples frozen until shortly before analysis and use specified alkaline persulfate digestion and analytical methods, including Lachat QuikChem Methods 10-107-04-4-B, 10-115-01-4-B, 10-107-01-4-C, and 10-115-01-1-B, as well as EPA Methods 353.2M and 365.1M. The quotation must include separate non-price and price sections. The non-price section requires past-performance information for three similar projects completed as a prime contractor within the last three years, including project details, final performance ratings or references, and detailed reference contact information. The price section must include the completed Standard Form 1449, acknowledged amendments if applicable, a completed Section B price schedule, and applicable representations and certifications. Award will be based on price and past performance. The period of performance is October 31, 2026, through March 31, 2027.
