Description
The U.S. Army is soliciting a single firm-fixed-price contract for project management and relocation services supporting Arlington National Cemetery’s Southern Expansion Operations Complex. The contractor must provide personnel, equipment, supplies, transportation, supervision, packing materials, and related services to relocate administrative areas, warehouses, maintenance and trade shops, fleet and auto-mechanic equipment, hazardous-material storage, industrial machinery, and office contents while cemetery operations remain uninterrupted. The scope includes planning and site assessment; phased scheduling and stakeholder coordination; inventory, packing, disassembly, specialized rigging, transportation, unpacking, placement, reassembly, cleanup, risk mitigation, safety and environmental compliance, and operational-continuity support. The move is expected to occur from February 1 through April 30, 2027, with an 88-day period of performance. Proposals will be evaluated using a lowest-price technically acceptable process and must include administrative, technical-execution, and price volumes, including a schedule and operational-continuity plan, management and staffing plan, key-personnel resumes, rigging and specialized-handling approach, subcontractor-integration plan, and safety and environmental approach.
