Description
Fort Pierce Utilities Authority is soliciting qualification statements from design-build firms to establish a pool of qualified firms for continuing gas utility and related infrastructure assignments. Work may include gas load-flow modeling, design of mains, services, pressure regulation and metering systems, surveying, permitting, preconstruction planning, cost estimating, scheduling, construction, testing, commissioning, closeout, warranty support, rehabilitation, replacement, repairs, upgrades, and emergency response. The selected firms will provide integrated design and construction under master continuing agreements, with individual projects issued later through specific authorizations, work orders, amendments, or other written authorizations. The qualification submission must address firm experience, references, key personnel, team organization, workload, technical approach, responsiveness, licensing, insurance and bonding capacity, and emergency response. No pricing is requested during the qualification phase. Individual assigned projects are expected to remain below the statutory continuing-contract construction-cost limit, identified in the solicitation as $7.5 million, subject to statutory adjustment.
