The San Francisco Public Utilities Commission is soliciting construction bids for spot repairs to approximately 22 miles of interior lining on Bay Division Pipelines Nos. 1 through 4, installation of isolation valves to improve safe pipeline entry, upgrades to approximately 29 service connections, and minor as-needed pipeline repairs. Potential subcontracting work includes earthwork and paving, traffic control, and welding. The estimated contract cost is $45 million to $50 million. A Class A California contractor's license is required, and listed subcontractors must hold appropriate active licenses. Bidders must pass the required Safety Prequalification before their bids can be considered complete. The solicitation includes a 10% Local Business Enterprise subcontracting requirement, limited to CMD-certified San Francisco Micro and Small-LBEs and PUC-LBEs, with documented good-faith efforts required unless the stated exception applies.
