The City of Roseville is soliciting proposals for consulting services to evaluate existing training practices within Roseville Electric Utility's Generation division and develop a formal, standardized Staff Training Program. The work includes reviewing current and informal training materials and on-the-job processes; analyzing competency expectations, job tasks, and role requirements; conducting interviews, focus groups, and on-site observations; identifying knowledge, skills, onboarding, qualification, continuous-training, and education gaps; and evaluating compliance with applicable safety and operational standards, including Cal/OSHA, ASME, IEEE, NFPA, original equipment manufacturer technical manuals, and NERC requirements. The consultant must deliver an as-is gap analysis report, a future-state solutions summary, and a detailed actionable training framework covering basic engineering qualifications, power plant operators, maintenance technicians, supervisors, and engineers. Deliverables must include learning objectives, job task analyses, a multilevel training roadmap, initial and continuous training matrices, module outlines, practical qualification and requalification requirements, training tools and materials, and an on-the-job structure with skills checklists and evaluation criteria. The RFP also includes optional evaluations at approximately six months and one year to assess implementation effectiveness and recommend adjustments. Proposers must submit a fixed price for the initial phase and separate fixed prices for each optional evaluation.
