Description
Charleston County School District is conducting an information-gathering effort regarding program management and construction project management services for its Phase VI 2029–2034 Capital Building and Maintenance Program. The proposed program is approximately $1.2 billion and is expected to include new school construction, school replacements, major renovations and modernizations, additions and capacity expansions, site development and infrastructure improvements, athletic and extracurricular facilities, furniture, fixtures and equipment, IT infrastructure, security projects, and capital maintenance projects. The district anticipates selecting program management and construction project management firms to provide services across planning, design, procurement, construction, commissioning, occupancy, and closeout. Program management responsibilities include financial management, budget and cost controls, procurement support, reporting, risk management, program controls, and dashboard administration. Construction project management responsibilities include construction administration, site oversight, schedule and cost management, change-order and pay-application review, quality and safety monitoring, commissioning, occupancy and school-opening readiness, closeout, and coordination with the program management firm. The RFI seeks actionable feedback on the proposed scope, requirements, ambiguities, feasibility, and best practices; it is not itself a contract solicitation and does not request pricing.
