Description
The City of Providence, through its Water Supply Board, is seeking proposals for comprehensive arbitrage rebate compliance services. This service will cover the assessment and calculation for all outstanding and future bonds issued by the utility over a five-year contract term. The selected firm will be responsible for evaluating bond issues to determine arbitrage compliance, performing calculations for bond yields and excess investment earnings, and issuing annual professional reports. They will also provide IRS support, prepare necessary filings, and offer expert consultation on arbitrage matters, retaining records for at least six years after a bond issue's final maturity. To be considered, firms must be licensed to do business in Rhode Island, possess adequate insurance including Professional Liability, Errors and Omissions, or a Fidelity Bond, and demonstrate a history of providing arbitrage calculations, including a sample report. Proposals will be evaluated based on technical qualifications and experience (40%), licensing and insurance (30%), responsiveness to RFP requirements (20%), and cost (10%).
