Description

The United States Navy, through Naval Facilities Engineering Command Mid-Atlantic, is soliciting a design-build task order restricted to holders of the Global Contingency Construction Multiple Award Contract. The project repairs and renovates the approximately 172,000-square-foot, four-story King Hall dormitory at Naval Station Newport. Work includes hazardous-material abatement; building-envelope, roof, window, masonry, and seismic improvements; mechanical, plumbing, electrical, lighting, security, communications, fire-protection, fire-detection, and life-safety upgrades; a new elevator; a fire lane; interior reconfiguration; tenant and furniture relocation; and related renovations at Naval Health Clinic New England spaces. The project also requires design and construction coordination for swing spaces, environmental restoration requirements, sustainability certification, utility tie-ins, commissioning, inspections, and compliance with current UFC, UFS, FC, code, and environmental requirements. The fire-alarm work requires Notifier brand control panels and compatible equipment, and the HVAC controls require Johnson Controls Metasys Extended Architecture with JCI MUI graphics. Amendment 0002 extends the proposal deadline to October 29, 2026, at 2:00 p.m. Eastern Time. The completion period remains 1,278 calendar days from award, including bid options, bonds and insurance submission, final cleanup, swing-space activities, and closeout. Proposals will be evaluated using a best-value tradeoff, with technical solutions and past performance weighted equally and all non-price factors approximately equal to price. The project is estimated at $100 million to $250 million.
