Description
The City of Chula Vista is soliciting proposals for turnkey operation of its existing Community Shuttle, an on-demand, shared-ride, door-to-door micro-transit service. The contractor must provide and manage an all-electric fleet, including at least one wheelchair-accessible vehicle; qualified drivers and operational personnel; vehicle maintenance, charging, storage, staging, and backup capacity; dynamic scheduling, routing, dispatch, and ride pooling; telephone and mobile-app reservations; customer service and fare administration; community outreach; and operational, ridership, financial, performance, and sustainability reporting. The contractor must also provide a City-accessible technology and reporting platform with GPS/vehicle tracking, fare functionality, data exports, and cybersecurity and privacy controls. The City may authorize an optional Community Healthcare Transportation Network and HealthLink Vehicle, subject to funding availability and written authorization. This enhancement would add one electric SUV to prioritize healthcare-related trips while remaining integrated with the general shuttle network. The initial term is six months, with up to two additional one-year renewal terms. The initial six-month Base Community Shuttle Service is capped at $340,000, the optional CHT Network/HealthLink Enhanced Service is capped at $75,000, and the combined initial-term maximum is $415,000. Anticipated annual renewal budgets are approximately $680,000 for base service and $150,000 for the optional enhanced service.
