Description
The City of Monroe is seeking a professional and licensed consultant to provide engineering and design, permitting, contractor procurement, resident construction inspection, project management, and Natural Gas Distribution Infrastructure Safety and Modernization (NGDISM) grant administration services. The project will replace approximately 3.5 miles of pre-code, ineffectively coated steel natural gas main with new polyethylene main within the City of Monroe's service area, while keeping the existing gas system operational during construction. The selected consultant will prepare construction plans and specifications, coordinate permits and jurisdictions, manage bidding and contract administration, provide an onsite resident project representative during construction, and complete required grant reporting. Proposals must include company information, project-team organization and resumes, project approach, three similar natural gas replacement projects, five client references, an estimated schedule, a cost proposal using Appendix A, a current rate sheet, and any proposed deviations. Appendix B, the Contractor Affidavit, must also be completed and included. The project is subject to PHMSA and NGDISM Grant Program requirements.
