Description
This Sources Sought notice requests information from contractors capable of plugging and abandoning 17 abandoned oil and gas wells at Big South Fork National River and Recreation Area. The work includes 16 core wells and one re-entry and re-plugging project, with additional wells identified as contract options. The anticipated work includes furnishing labor, equipment, materials, tools, transportation, permits, and access improvements; cleaning out wells; setting cement plugs; removing casing, tubing, rods, wellheads, tanks, pipelines, debris, contaminated soils, and other oilfield materials; disposing of waste outside the park; and restoring well pads, access roads, staging areas, and disturbed vegetation. Contractors must comply with applicable Tennessee and federal well-plugging requirements, environmental and safety provisions, spill-response procedures, and National Park Service restoration standards. The anticipated construction magnitude is between $1 million and $5 million. Responses must be submitted using the Sources Sought Worksheet; this notice is market research and is not a solicitation for bids or proposals.
