Baltimore County, Maryland is soliciting bids for examination consulting services to establish a term agreement. The selected bidder will assist the Office of Human Resources in developing entry-level and promotional examinations for positions within the Baltimore County Police Department, Fire Department, and Department of Corrections. These examinations will assess candidates' actions, attitudes, and behaviors to ensure alignment with the County's image for all three departments. The scope of work includes developing selection procedures in accordance with the Uniform Guidelines on Employee Selection Procedures, reviewing and updating reference materials, and attending monthly progress report meetings (virtual) and in-person meetings with Subject Matter Experts. The contractor will be responsible for job analysis, multiple-choice test development, oral test development, performance test development, setting cut-off scores, and training for scoring. Deliverables include test booklets, answer keys, rating sheets, and final scoring summaries. The contractor must also provide litigation support and may be required to provide expert testimony. The contract will be for one year, with the County reserving the right to renew for up to four additional one-year options. The estimated contract value is $1,100,000.00 over the entire term, including renewals. Bidders must have a minimum of five years of experience in conducting job analysis and examination development, and at least one Industrial Psychologist (PhD) or equivalent staff member with a Master's Degree in Industrial Psychology and 5 years of experience.
