Description
The Fresno Council of Governments seeks a consultant to prepare the final status report for the Fresno County Climate Action Plan under the U.S. EPA Climate Pollution Reduction Grant program. Work includes updating greenhouse gas reduction measures and estimates, analyzing co-pollutant and other social and environmental benefits, reviewing implementation authority and funding opportunities, and assessing workforce impacts. The consultant will also support stakeholder and public engagement, prepare a draft report and responses to public comments, and present the final report to committees and the Policy Board. The proposal must include a work plan and schedule, management approach and staff qualifications, and a detailed cost proposal. The RFP sets a project budget maximum of $150,000. The selected consultant will provide monthly progress reports; the anticipated work period is twelve months after contract negotiation, with work beginning upon notice to proceed.
