Description
Alameda County Water District seeks qualified consulting firms to conduct a comprehensive assessment and optimization of its Office of Emergency and Security Services (OESS). The work includes reviewing job descriptions, staffing levels, resource allocation, regulatory requirements, internal policies, workflow processes, contract service providers, and alignment with industry standards and best practices for critical infrastructure and water utilities. The consultant must evaluate functional interfaces between OESS and the District’s Health & Safety unit, recommend clear roles and responsibilities, and develop an actionable optimization plan addressing organizational structure, staffing, business processes, emergency communications, training, incident response, and operational efficiencies. Deliverables include draft and final assessment reports, findings and gap analyses, industry-practice comparisons, recommendations, a strategic optimization plan, schedule, and work plan. Proposers must demonstrate at least five years of relevant experience, provide five similar project references completed within the past five years, and submit qualifications, personnel information, methodology, resumes, certifications or licenses if applicable, and a firm-fixed cost proposal.
