CITY OF GRESHAM181ST AVE SAFETY UPGRADES: SE STARK ST TO E BURNSIDE ST Bids Due 10:00 am, October 22, 2026 NOTICE TO CONTRACTORSElectronic bids for the 181st Ave Safety Upgrades: SE Stark St to E Burnside St will be received by the City of Gresham Project Manager, Chris Aguon, P.E. via the City of Gresham Procurement Portal until October 22, 2026, at 10:00 a.m. local time. Late bids will not be accepted. To submit a bid, Bidders must register on the City of Gresham Procurement Portal at https://greshamoregon.bonfirehub.com to access and download all solicitation documents. All bids must be submitted on the forms furnished by the City of Gresham and uploaded electronically through the City of Gresham Procurement Portal. Information and assistance about the online bidding platform can be obtained by emailing Purchasing@GreshamOregon.gov. The bids will be publicly opened immediately following Bid Closing via MS Teams at the following link: https://teams.microsoft.com/meet/218255206586132?p=25ihxT8td2KqN3NsnO The Engineer's Estimate for this project is $2,500,000.00 to $3,500,000.00. The character of the work is sidewalk construction, paving, storm drainage, street lighting, interconnect, and utility undergrounding. The Project Manager for this project is Chris Aguon, P.E., Department of Environmental Services. All communication will be through the City of Gresham Procurement Portal using the Public Question and Answer (Q&A) section. PREQUALIFICATION: Bidders must be prequalified by the Oregon Department of Transportation (ODOT) for the work categories listed for this project. The prequalification application must be filed with and received by ODOT at least 10 calendar days prior to bid opening. The prequalification work and category required for this project is: EITHER ELECTRICAL OR MISCELLANEOUS HIGHWAY APPURTENANCES. Additional information regarding prequalification is available at the following internet address: https://www.oregon.gov/ODOT/Business/Procurement/Pages/Bid_Award.aspx The major quantities of work involved in this project are: QUANTITY MEASUREMENT ITEM 3,530 SQYD REMOVAL OF SURFACINGS FOR WALK AND CURB RAMP CONSTRUCTION 6,310 SQFT CONCRETE DRIVEWAYS, REINFORCED 14,190 SQFT CONCRETE WALKS 1 LS LIGHTING POLES AND ARMS 23 EACH STORMWATER TREE WELLS 1 LS UNDERGROUND UTILITY SYSTEM The project completion date is June 9, 2028. Contract terms, Addenda, General Conditions for Construction for the City of Gresham, and Specifications can be accessed through the City of Gresham Procurement Portal at: https://greshamoregon.bonfirehub.com This Project is for a public work and is subject to ORS 279C.800 to 279C.870, the Oregon Prevailing Wage Law. This project is a Federal Aid project and subject to prevailing wage rate requirements under the Davis-Bacon Act (40 U.S.C. 3141 et seq.). Each worker in each trade or occupation that the contractor, subcontractor, or other person who is a party to the contract uses in performing all or part of the contract, must be paid not less than the higher of the applicable state or federal prevailing rate of wage. The applicable state or federal prevailing wage rate for this project shall be the most current wage rates published before the date of bid opening. All federally funded projects have "Buy America" and "Build America, Buy America" requirements. The contractor shall be required to perform at least 30% of the awarded contract amount work from their own forces The City of Gresham is an Equal Opportunity and Affirmative Action employer. Description
The City of Gresham is soliciting electronic bids for safety improvements along 181st Avenue between SE Stark Street and E Burnside Street. The approximately 0.19-mile project includes sidewalk and curb-ramp construction, concrete driveways and walks, paving, stormwater tree wells, catch basins and storm sump systems, street lighting, traffic signal and interconnect modifications, utility undergrounding, traffic separators, signing and striping, mailbox work, landscaping, and erosion and sediment controls. The engineer's estimate is $2,500,000 to $3,500,000. The project has two completion milestones: most work, excluding concrete island installation, wearing-course paving, and permanent pavement markings, must be completed by November 19, 2027; all work, excluding seeding and plant establishment, must be completed by June 9, 2028. Bidders must be prequalified by the Oregon Department of Transportation in the Electrical or Miscellaneous Highway Appurtenances work category, perform at least 30% of the awarded work with their own forces, and comply with Oregon prevailing-wage, Davis-Bacon, Buy America, Build America, Buy America, traffic-control, accessibility, utility-coordination, and environmental requirements. A bid security of at least 10% of the total bid is required. Addendum No. 1 adds the plan sets and requires acknowledgment of the addendum in the electronic bid.
