Description
The City of Duluth is soliciting a contractor for construction at Norton Park, including installation of a City-provided accessible playground, engineered wood fiber surfacing and drainage, concrete sidewalks and play-bay curbing, an accessible pavilion with picnic tables and grill, a portable-restroom enclosure, benches, bike racks, signage, and related site furnishings. The work also includes demolition and removals, grading, erosion and sediment control, stormwater drainage, a gravel turn-around and culvert, basketball-court repair, tree relocation, field topdressing and overseeding, site restoration, and burying overhead power with reconnection to an existing light pole. The contractor must provide labor, materials, equipment, permits, erosion-control measures, and required coordination. The project includes prevailing-wage requirements, a 5% bid surety, electronic submission through Bid Express, and a performance and payment bond in the full project amount after award. A project labor agreement is required for bids at or above $150,000 or that could reasonably exceed that amount. The anticipated start date is May 1, 2027, with substantial completion by July 31, 2027, and final completion by September 1, 2027.
