Description
The City of Houston is seeking Statements of Qualifications from experienced firms to provide citywide professional environmental consulting services supporting Houston Public Works and federally funded projects. The scope includes schematic design support, public involvement, NEPA-compliant categorical exclusions, environmental assessments and environmental impact statements, Clean Water Act and U.S. Army Corps of Engineers Section 404 permit applications, data collection and analysis, GIS mapping, Phase I and Phase II environmental site assessments, cultural-resource assessments, biological surveys, wetland delineation, protected-species determinations, noise and air-quality analyses, hazardous-materials assessments, asbestos and lead surveys and abatements, mitigation, monitoring, and environmental document preparation. The consultant may also provide work plans, cost estimates, schedules, QA/QC plans, health and safety plans, waste manifests, landfill-disposal documentation, litigation support, expert-witness services, and attendance at requested pre-construction and progress meetings. Submissions are limited to eight pages for the SOQ narrative, excluding specified covers, dividers, and required forms. The resulting agreement is described as a four-year initial term with two successive one-year renewal options, subject to available funding.
