Description
Montgomery County is soliciting proposals for one or two contractors to provide parking citation processing and collection services (Group 1), sales store management services (Group 2), or both. Group 1 includes citation data entry and database management, payment processing through mail, internet, IVR, and customer service channels, delinquency notices, collections, adjudication and court-hearing support, DMV interfaces, reporting, document imaging, system integration, security, and ongoing maintenance. The contractor must provide a fully functioning system, operational support, staffing, customer service, and revenue reconciliation. Group 2 includes a web-based point-of-sale system and supervision and staffing for two County sales stores in Bethesda and Silver Spring, serving customers purchasing parking permits, paying citations, and processing release boots. The solicitation requires proposals to address experience, staffing, system capabilities, security and controls, customer service, integration with parking and motor-vehicle systems, transition and conversion, and pricing. The solution must support PCI compliance, County security requirements, data protection, payment reconciliation, and integration with County financial systems. The initial performance period is one year, with three possible one-year renewals. Amendment 2 postponed the proposal deadline indefinitely; a new deadline is to be issued in a subsequent amendment.
