Description
Clackamas County, on behalf of the North Clackamas Parks and Recreation District, is seeking a vendor to provide youth basketball officials and referee assignment services for the Hoopers Basketball League. The scope covers games from third grade through high school, with two officials required per game for applicable divisions. The league has early-winter and late-winter seasons during the 2026–2027 and 2027–2028 seasons, with estimated game volumes ranging from 50 to 95 games per division and season. The contractor must officiate according to NCPRD game rules, arrive at least 15 minutes before each game, provide uniforms, equipment, and training, schedule and guarantee sufficient referees despite absences or other disruptions, monitor performance, respond to training or removal requests, and provide weekly referee schedules. Quotes must describe relevant experience, fees by grade and associated costs, the total number of officials available, training practices, referee counseling procedures, and three league references with seasonal game counts. A completed Quote Certification Form is also required. The contract term runs from the effective date through June 30, 2028.
